Add trigering of GitLab Runner UBI images pipeline

What does this MR do?

Adds a trigger job that will start a pipeline in https://gitlab.com/gitlab-org/ci-cd/gitlab-runner-ubi-images project after releasing the master or tagged release.

Part of gitlab-org/gitlab-runner#6293
