Use $(MAKE) instead of make
What does this MR do?
This MR follows a best practice to replace direct usage of make
with $(MAKE)

Why was this MR needed?
It allows Makefile functionality to run as expected, such as dry runs. It shouldn't change behaviour, but allows us to follow the best practice.
