Correct documentation inaccuracies for `OffPeakPeriods`
What does this MR do?
This MR fixes the times/explanations regarding how the off peak periods configuration behaves (OffPeakPeriods). Because the minutes are set to * in the examples, listing an hour like 8 means the off peak period applies to the entirety of the hour (i.e. 8:00:00 to 8:59:59).
