What does this MR do?

Provide a bit more explanation of why sometimes updating to a minor version is required.

Why was this MR needed?

Was unable to share this link with a customer since I wanted them to upgrade the runner to a minor version.

Added tests for this feature/bug
In case of conflicts with master - branch was rebased
