What does this MR do?

Remove debian buster from package list since we don't really distribute it.

Why was this MR needed?

Remove Debian buster from linux repo list

We have Debian buster inside of the list but we are not publishing it and most likely it's still not supported by packagecloud.

Add Debian Buster package

This version is not yet supported by packagecloud but we should have it ready to go so the only thing blocking in the packagecloud server. This would not cause and CI job failures and works very similar to fedora/30

  • Documentation created/updated
  • Added tests for this feature/bug
  • In case of conflicts with master - branch was rebased
