Update docs about bash on windows not working

What does this MR do?

Drop support for Bash shell on Windows until long running issue #1515 (closed) is addressed.

This may not be a popular idea but claiming to support Bash shell on Windows while this show stopping bug hasn't been addressed for 2 years is irresponsible.
