Document why we no longer accept new executors

Why was this MR needed?

We get a ton of new executor contribution, which is awesome and we love. Realistically we can't accept any of them for the reason listed in the documentation.

  • Documentation created/updated
  • Added tests for this feature/bug
  • In case of conflicts with master - branch was rebased
