Document clear-docker-cache script

What does this MR do?

To address the unexpected consumption of disk space Runner can cause, this documents the clear-docker-cache script where it's needed.

Closes #2980 (closed).

This doesn't go into full implementation details, and doesn't attempt to document how to use external tooling.
