Upgrade docker-machine to v0.16.0

What does this MR do?

This MR upgrades docker image bundled docker-machine to v.0.16.0

Why was this MR needed?

The current version of docker-machine is almost a year old now and for example has an old default AMI (pre Meltdown and Spectre).
