WIP: Update git-lfs in helper image

What does this MR do?

Updates git-lfs version used in the helper image.

Why was this MR needed?

Please read #3366 (closed) for context. The version of git-lfs that is currently present in the helper image have problems, when files larger than available RAM are being downloaded.

  • Added tests for this feature/bug
  • In case of conflicts with master - branch was rebased
