What does this MR do?

Changes how the docs review app URL is constructed.

Why was this MR needed?

The current review app link is broken.

What are the relevant issue numbers?

The script that creates the docs branch on which the review app URL relies, was changed in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/20365/diffs, but I forgot to make the change on the Runner's side!
