What does this MR do?
Additions to the documentation on the proxy settings for gitlab runner
Why was this MR needed?
The settings needed for running a gitlab runner behind a corporate proxy in case the dind service is specified in a .gitlab-ci.yml are not at all obvious and quite cumbersome to set up.
Are there points in the code the reviewer needs to double check?
Check if some unexpected interpretation of MD makes another level of escaping in the docs necessary ;-)
