Update release checklist issue template and generator

What does this MR do?

  1. Updates slightly the release checklist issue template (adding missing steps)
  2. Adds some auto-detection mechanisms to the issue generator, so all values should be filled automatically (but still with a way to adjust for specific needs).

Are there points in the code the reviewer needs to double check?

Does this MR meet the acceptance criteria?

  • Documentation created/updated
  • Added tests for this feature/bug
  • In case of conflicts with master - branch was rebased
