ECR images are limited to 10,000

As I mentioned in this comment #29070 (comment 1160693290) we are limited to a specific number of tags in the ECR repository which is by default 10k. We have currently hit this limit and cannot push new images. We have requested a raise to 20k but that's still not approved. Furthermore it would only be a temporary solution. We should start garbage collecting images from ECR as per #29070
