gitlab-runner on Windows Server thorws "Access denied" errors
Summary
We're trying to build dotnet-core projects with a gitlab-runner on a central Windows Server 2019. Unfortunately, we're getting "Access denied" errors.
Steps to reproduce
We tried to install docker on two different ways on our Windows Server 2019:
Actual behavior
In both cases, the installation of docker was successful and we were able to run Windows-containers with docker run
on the Windows Server.
Afterwards we installed the gitlab-runner for windows with pwsh
as shell. As soon we run our piplines on the Windows Server, we see "Access denied" errors.
Expected behavior
A successful build and no "Access denied" errors.

Observation
When installing dockerd and docker manually on a Windows 10 Desktop PC (20H2, Build 19042.1526) , the pipelines are working.
Thus, there must be some inconsistencies when running the gitlab-runner on a Windows Server instead of a Windows 10 Desktop.
