Create the following:
- `gitlab-runner` binaries usable in arm64 machines
- helper images when `gitlab-runner` is running on `arm64` with
  `gitlab/gitlab-runner-helper:arm64-XXX` pattern, which will be picked
  up but GitLab Runner.
