Apache Recipes Refined for both CentOS and Debian

I refined the apache recipes to have both CentOS-based comments and locations, and Debian-based comments and locations, for both the logs and various parts of the configuration. It seems cleaner and explained better and I thought it would be worth committing. If this is not worthwhile and/or if I submitted this merge request incorrectly, please let me know so I can learn! ty oemb1905
