Add a scenario to create a new issue

We should write a scenario that creates a project issue.

The scenario should:

1. Create a project
2. Create an issue in the project

• Ideally, assignee, milestone and labels should be selected before creating the issue

1. Ensure that the new issue is listed in the "Issues" page (e.g. https://gitlab.com/gitlab-org/gitlab-qa/issues)
