Do not include screenshots for certain failures & fix blank stacktraces

What does this MR do and why?

Updates the failure issue script to not include screenshots when the failure is with fabricating a resource via the api as it will provide no insight.

Also updates the script to include errors outside of examples to prevent empty stacktraces from being reported.
