Use hub test cases for test result issues

Part 4 of #639 (closed)

Updates the reporting script to parse the issue results link out of the linked Test Case's description and to automatically add a link in the description(Test Cases don't have the linked issues widget) of the Test Case to the reporting issue it finds/creates if not linked already.

Should not be merged until gitlab!68677 (merged) has reached production.
