Upgrade ActiveSupport to 7.2

What does this MR do and why?

Upgrades the ActiveSupport gem to 7.2 so that we can upgrade ActiveSupport in the main Rails qa/ directory.

Rails 7.2 has been rolled out to production successfully and we are now upgrading the other dependencies.
