Improve failure message when image for upgrade is not yet in registry

What does this MR do and why?

During release week Version file in gitlab project get's bumped to the next pre version before actual release has been created so it will fail to correctly construct upgrade path.

In case of upgrade between major versions there is no guard for not being able to detect proper versions so the job will fail with trying to pull image with malformed tag.

This change introduces explicitly raised error for that at the start of the test run.
