Showing limited failure logs in job logs output

What does this MR do and why?

As a part of !1268 (merged) MR, the job logs for gitlab-ctl reconfigure failure were removed form job log output and moved to artefact file. Due to this the user needed to do extra clicks to see the logs in the artefacts file.

This MR will show limited lines of log failure in the job log output instead of not showing any logs in the job log output.
