Enable high capacity runners for intensive tests

Description

Test scenarios that involve running two GitLab instances at once, or updating / upgrading, or running additional services as Mattermost are often failing recently, and the reason might be that we need a little more capacity in these cases.

This merge requests enables high-capacity runners in cases where these might be needed.
