What does this MR do and why?

This adds a section to the README that indicates that this project is not shipped as a component of GitLab and therefore not under the scope of Support.

I'm conflicted about this though - hence the draft. https://gitlab.slack.com/archives/C3JJET4Q6/p1661312070480119 has my question:

Is GitLab-QA intended to be a customer facing tool that's supported by our Support team? I believe the answer is "no" as it's not a packaged part of GitLab, but given that it's in the docs (https://docs.gitlab.com/ee/development/testing_guide/end_to_end/) by Greg's Razor it is in scope.
