Introduce Env variable QA_DOCKER_ADD_HOSTS

What does this MR do and why?

In order to override some host in docker container when test runs. JH team found some host(google GA, gravatar) is not stable on our side, so need override /etc/hosts in docker container to block them to make sure tests are running smoothly.
