What does this MR do?

It makes more sense to keep the average time instead of keeping the maximum time spent in the transportation of the packages. Thus, there is not much time wasted. The average of the maximum time is kept in the code.

It keeps the maxRetrievalInterval averages to lessen the waiting time.
