Backport Node 22.22.3 bump and pnpm support to 5-63-stable

What does this MR do?

Backports the following changes from master to 5-63-stable so a 5.63.z builder image can be tagged for use by the 19-2-stable branch of omnibus-gitlab:

  • !496 (merged) (Bump Node Version to 22.22.3): bumps NODE_VERSION from 22.12.0 to 22.22.3 in docker/VERSIONS. Required because pnpm needs Node.js >= 22.13.
  • !498 (merged) (Add pnpm support):
    • Adds the pnpm snippet (docker/snippets/pnpm) installing pnpm globally via npm and verifying the installation
    • Pins PNPM_VERSION=11.11.0 in docker/VERSIONS
    • Adds pnpm to the default snippets list in docker/scripts/snippets.rb
    • Updates the AmazonLinux 2 (x86_64 and arm64) Dockerfiles to install pnpm after Node.js, since they use a platform-specific Node installation

Why is this needed?

Prometheus 3.13.2 requires pnpm (and a newer Node.js toolchain) to build its web UI assets. 19-2-stable in omnibus-gitlab is built with builder 5.63.1, and bumping the stable branch to a newer builder minor (5.66.0) would pull in all unrelated builder changes in between. Backporting only these changes onto 5-63-stable allows tagging a 5.63.z patch release that omnibus-gitlab!9746 (merged) (Bump Prometheus to version 3.13.2 on 19-2-stable) can use instead of 5.66.0.
