Go toolchain upgrade to latest 1.26 (1.26.7)

This is a backport of !499 (merged) into 5-63-stable

When this merges, it will be tagged 5.63.2 (or the next available patch version) and will be used in omnibus-gitlab for the next 19.2.6 patch release.
