Update RubyGems to v3.5.5

This keeps the version consistent with omnibus-gitlab!7305 (merged).

This update is necessary to avoid the issue in gitlab-com/gl-infra/production#17379 (closed). More details in https://github.com/rubygems/rubygems/pull/7379.
