Remove CentOS 8 builders

- AlmaLinux 8 is now used to build our images since GitLab 16.0 released

With Use AlmaLinux 8 for EL8 package builds (omnibus-gitlab!6802 - merged) complete, we can now remove the CentOS 8 builders.
