fix: set correct FROM image for final build
requested to merge kadse-xyz/gitlab/gitlab-omnibus-builder:bugfix/fix-version-in-ubuntu-focal-image into master
The ubuntu_20.04 image seems to be based on ubuntu:18.04 by accident, which throws an error.
This is to fix it.
