Add testing for Ruby 3.3 and 3.4 to CI

What

• Add testing support for Ruby 3.3 and Ruby 3.4 to CI,
• Drops support for Ruby 2.7,
• Adds rdoc, logger, and mutex_m gems dependencies,
• Updates before_script to include a virtual environment to isolate the Python package installation, and preventing conflicts with system packages.
