The `populate_prod_db` is failing, leading to missing data in the Insights dashboards

There is a problem with the package team quality dashboard throughput charts. The throughput charts are not including MRs from https://gitlab.com/gitlab-org/gitlab.

I'm not certain this is the correct place for this issue, please point me in the right direction if that is the case.
