Add badge count to projects
What does this MR do?
Add badge count to projects and groups. This includes badges only to Your projects, Starred projects, and Your groups. Displaying a badge to Explore projects and Explore public groups was avoided for performance reasons. This was initially added in !12255 (closed). Thanks @khim.tieu.philippe! I have followed the suggestion made in https://gitlab.com/gitlab-org/gitlab-ce/issues/29798#note_32758771 which has been confirmed by @sarrahvesselov, @tauriedavis, and @pedroms. Let me know if you think this is still ok!
