documentation blurb in issue template

What does this MR do?

Add a documentation blurb part in the issue template. The idea behind this is that PMs start writing the now-often lacking start of the documentation piece that talks about what the feature is, why you need and when you should be using it.

This MR is the place to discuss this as a way to improve our documentation and if we reach consensus merge this (or modify and merge).
