What does this MR do?
Check public snippets for spam.
Weirdly, we allow you to create a 'public' snippet on a private project. That snippet isn't visible to anonymous users, so it won't be checked for spam.
Are there points in the code the reviewer needs to double check?
I think it's pretty straightforward, I just needed to change a bunch of places.
Why was this MR needed?
We're getting a lot of snippet spam.
