What does this MR do?

Make all system notes lowercase
Remove unnecessary noteable object in time tracking system notes (e.g. “changed estimate ~~of this issue~~ to 3d 5h”

Does this MR meet the acceptance criteria?

Branch has no merge conflicts with master (if it does - rebase it please)
