Fix filtered search so that labels selected from discussion notes display correctly

What does this MR do?

Fixes the filtered search so that urls with label_name=param will still display the correct label filter in the search bar

Why was this MR needed?

After clicking on the label links inside of discussion notes, the filter issues page was not loading the label filter in the search bar
