In issue view, remove checking branches state

Description

The loading state (Checking branches) is unnecessary to show to the user. That doesn't add any value. It adds unnecessary cognitive load. Later on, after they've read through the issue, if they want to create a new branch, they can do so because the button would've loaded by then. Get rid of this loading state.
