API endpoints award emoji

What does this MR do?

Add endpoints for award emoji but only on MRs and Issues.

Are there points in the code the reviewer needs to double check?

The problem I ran into, is that I don't now how, in the same structure I can add support with minimal code written, for Notes and later Snippets

Why was this MR needed?

Routes where previously not there

What are the relevant issue numbers?

This MR closes #10884 (closed)
