Fix filter field persistence

Previously:

1. Go to Issues index
2. Type in “test” in the Filter field
3. Click the “Closed” tab
4. Click the “Open” tab
5. Notice that the Filter field is now empty.

This is now fixed. Currently labels, milestones, and Sort still reset other elements when they’re changed.
