Temporary disable Scalability/FileUploads cop

This MR fixes disables all the cop failures introduced by the new cop in gitlab-org/gitlab-ce!32864

Merging this will make gitlab-org/gitlab-ce!32864 pipeline green

With gitlab-org/gitlab-ee#14960 we will fix the API
