Add review-cleanup-failed-deployment to prepare

What does this MR do?

Adds in review-clean-failed-deployment job to pipeline which will purge previous releases.

This is a stopgap measure to try to stablize some of the behavior seen herehttps://gitlab.com/gitlab-org/quality/team-tasks/issues/212
