Add 30 and 60 minute buckets

What does this MR do?

Adds larger time buckets of 30-minutes and 60-minutes for collecting time spent in the CI job queues.

Previously we increased the largest buckets from 30-seconds to 60s and 5m, and then again to 15-minutes, but that change showed that it still wasn't large enough 😞
