Ellipsis chart title and add tooltip

What does this MR do?
- This is a backport for https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/15789
- Long chart titles are truncated and ellipsis is added.
- For long chart titles a tooltip is added.
