Rename API::Internal class to API::Internal::Base

What does this MR do?

This MR is extracted from https://gitlab.com/gitlab-org/gitlab-ce/issues/61927 in order to break the later in smaller chunks.

It renames the existing API::Internal class to API::Internal::Base so that we can use the API::Internal as namespace (for things like API::Internal::Pages).

There is also EE port - https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/16087, the automatic merge couldn't handle deletion of a file.
