WIP: Resolve "Zoom for Incident Management" - Integration MR

What does this MR do?

The purpose of this MR is to integrate all these MRs in order to ship https://gitlab.com/gitlab-org/gitlab-ee/issues/31103:

• Add table zoom_meetings (referencing issuable_type and issuable_id) ➡ https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/32534
• Implement quick action /zoom <URL> and /remove_zoom emitting system notes ➡ MR TBA
