Update to use -e to pass environment
What does this MR do?
Current docs dictate that the environment is to be passed as a regular argument, which results in the following output.
root@gitlab:~# gitlab-rails console production
DEPRECATION WARNING: Passing the environment's name as a regular argument is deprecated and will be removed in the next Rails version. Please, use the -e option instead. (called from require at bin/rails:4)
This pull requests updates the docs to do as the console says.
