Support encrypted properties for project services
What does this MR do?
Previously, we stored sensitive data in project services either as plain text or
created separate models utilizing attr_encrypted:
- Alert settings for Prometheus inside "Project services"
- Issue tracker data
This MR brings attr_encrypted functionality into project services!
Example (not fully integration though):
- Settings for Generic Alerts inside "Project services"
- Just a plain "project service": https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/15733
